指定将工作簿导出为文本文件时值的引用方式。

将此枚举与 CsvSaveOptions.setValueQuoteType(ValueQuoteType) 一起使用，以控制值是按照类似 Excel 的特殊字符规则加引号、无条件加引号、仅在最少必要情况下加引号，还是完全不加引号。
